All normal VCD's can easily be watched using the standard Windows Media Player.
When I say "normal" VCD's I mean VCD's with the good file-structure on the CD which looks like this when you browse the CD in the explorer (example is taken from the Basel 1992 VCD):

The directory MPEGAV contains the DAT-files that you need:

1.  Open Windows Media Player
2.  Select File, Open
3.  Browse to your CD-drive holding the VCD
4.  Open the directory MPEGAV
5.  For "file-types" select the option "all files (*.*)"
6.  Select the DAT-files, click "open" and there you go!

Note: to watch SVCD's (Super Video-CD's) you need to have special software like PowerDVD for example.
Also, SVCD's can just like normal VCD's be watched in any CD-ROM drive, you don't need to have a DVD-ROM drive.

Have fun watching the video's!
